Zhongguancun Electronic Chamber of Commerce (formerly Beijing Zhongguancun Electronic Products Trade Association) was born in Zhongguancun Technology Park, which is known as the “China Silicon Valley”. This technology park, located in Haidian District, Beijing was originated from Zhongguancun Electronic Street in the early 1980s. It is the first state-level high-tech industrial development zone, the first national independent innovation demonstration zone, and the first state-level talent zone all over China. As an industrial belt of high-tech, it is not only a core zone among Beijing, Tianjin and Hebei, but also in whole China. Zhongguancun Technology Park as the “China Silicon Valley” it is one of the most important experimental field for China’s institutional innovation.

    Through three decades of development, Zhongguancun has gathered nearly 20,000 hi-tech companies represented by Lenovo and Baidu etc., formed a cluster with 6 major industries which advance in next-generation Internet, mobile Internet and mobile communications, satellite applications, biology and health, energy conservation and environmental protection, rail transportation. The other four potential industrial clusters and modern high-end service including integrated circuit, new materials, high-end equipment, general aviation, new energy and new energy vehicles. The unique development pattern of “one district, multiple parks” has been established, and it has become a high-end industrial functional area across the administrative area of the capital.

    In addition, Zhongguancun regards as the most intensive region in science and education intelligence, talent resources in China, it has more than 40 colleges and universities represented by Peking University and Tsinghua University, and 206 national (city) research institutes such as China Academy of Sciences and the Institutes under China Academy of Engineering etc., 112 state-level key laboratories, 38 national engineering research centers, and 57 national engineering technology research centers (including branch centers), 26 campus science and technology parks under universities, 34 overseas student pioneer parks.. Zhongguancun is the 1st batch of “overseas high-level talents innovation and entrepreneurship base” granted by the CCGTW, there is more than 18,000 graduates from abroad who had returned here to start their own businesses, more than 6,000 enterprises have been founded. It comes to be the region with the largest volume of enterprises established by abroad graduates in China.  Therefore, during the past 3 decades’ development, an influential group of entrepreneurs in both old and young generation had been emerging, well known as Liu Chuanzhi of Lenovo, Li Yanhong of Baidu, Cheng Jing of Boao Biosciences, Deng Zhonghan of China Star Microelectronics, Yin Weidong of Kexing Biotechnology, Wen Jianping of Bi Shuiyuan, Wu Daohong of thermal energy and Lei Jun of Xiaomi Technology.

    In Haidian District of Beijing, through substantial supports from government at various level, initiated by Zhongguancun Technology Park Administrative Committee and Mr. Lu Renqing then position at the Chairman of Hailong Building and Mr. Lei Jun (The Founder and Chairman of Xiaomi Technology, famous investor) then Chairman of KingSoft, Zhongguancun Electronic Chamber of Commerce (established as Beijing Zhongguancun Electronic Product Trade Chamber of Commerce) was founded. Further approved by the Beijing Municipal Social Organization Management Office under the Beijing Civil Affairs Bureau, it was officially started operation on August 1, 2003, under the supervise of Zhongguancun Technology Park Administrative Committee.

    Adhere to national reform and opening-up policy of China, comply with the guidelines and policies of electronic information, in accordance with the principle of developing a socialist market economy, through the efforts of the Secretariat and all members of this Council, aim to stimulate the development on R&D of electronic information products, manufacturing, sales, and the constantly-developing of related industry exchanges domestically and abroad, Zhongguancun Electronic Chamber of Commerce is fully committed to helping member companies to strengthen constantly and to expand the social impact of the chamber, preserve the legitimate rights and interests of members, cultivate a healthy market environment for production and operation of electronic information industry.

    The primary mission of Zhongguancun Electronic Chamber of Commerce is to play a role of bridge between member companies and governments at various levels. Target to promptly forward the government’s latest industry policies to member companies, coordinate government on guidance, coordination, consultation and service to market behaviors of electronic information products; on behalf of the industry’s interests, actively involves in the formulation of industry development planning, establishes industry-wide standards, objectives as strengthen self-discipline in the industry, and supervise member companies to correctly implement the national laws and regulations. Meanwhile, punctually collect and accurately report reasonable advices, opinions and appeals from member companies on developing of industry and operation on market; Delegate to preserve the legitimate rights and interests of members and balance the interests among; make full effort to promote domestic electronic information industry and foreign exchange member companies with abroad, assist member companies who meets the requirements and demands in external investment or finance, as well as expand overseas markets, strive to increase the world impacts of member companies and China’s electronic information high-tech industries.

    The membership community of Zhongguancun Electronic Chamber of Commerce has been multiplying after nearly two decades of continuous efforts and development. Besides those large-scale retailing outlets specialized in electronic products who was role in initiators, such as Hailong Building, Dinghao Electronic Mall, Silicon Valley Computer City, Zhongfa Electronics Market, and Kemao Electronics City etc., the Chamber has successfully enrolled amounts of enterprise members as well, who are involving in the industrial applications, broaden in full industry chain, covering both soft and hard wares’ R&D, manufacturing, trading and service etc.

    At present, under the leadership of Sugon, Xiaomi Technology, Teamsun Technology (Subsidiary of Group), Datang Telecom (Subsidiary of Group), Jinher Software, Hengxin International Travel, and other international and domestic well-known companies, plenty of high-tech innovative enterprises which deeply rooted in Zhongguancun Beijing or the branches spread over China had joined our Chamber. It results in the success of transformation of us from an traditional electronic hypermarket-based business association to a Chamber of Commerce which is technological, innovative, startup, and open type in electronic information industry.

    2017, 6 specialized subcommittees were founded respectively base on difference business characteristics under the jointly leadership of the president, vice president units, general executive units, supervising units of the chamber of commerce by more than 300 member companies – Zhongguancun Electronic Chamber of Commerce’s Enterprise services Subcommittee; Zhongguancun Electronic Chamber of Commerce After-Sales Service Subcommittee; Zhongguancun Electronic Chamber of Commerce Smart Intelligent Manufacturing Subcommittee; Zhongguancun Electronic Chamber of Commerce International Communication Subcommittee; Zhongguancun Electronic Chamber of Commerce Marketing Subcommittee. An industrial cluster with the core of these subcommittees have been generated. The most impressive program among those subcommittees, one is the enterprise service committee which specialized in service of investment and financing, exhibition campaign and brand build-up, then the International Communication Subcommittee which specialized in international resources exchanges for membership companies. In addition to successfully holding of several Introduction meetings of products and service and resource exchanging business to members by self, also co-sponsored or co-organized a number of industry exhibitions, technology forums, investment and financing resource exchanging meetings with dozens of domestic and abroad industrial commerce association, including China E-Commerce Association, China Culture Promotion Association, the China Communications Industry Association, China Electronic Energy Saving Technology Association and Japan Council for The Business Promotion of International Trade, who have close and friendly cooperation with us in long term. We have further enhanced linkages and trusts with all levels of industry and informatization government departments and social public service departments in state, provide a solid foundation for a better development to our members in the future.
